Customs Declaration – Basic Questions

What is a customs declaration?
A customs declaration is an official document through which an importer or exporter notifies the customs authority of the composition, value, and origin of the cargo. In Georgia, the declaration is submitted electronically via the ASYCUDA World system.

What documents are needed for a customs declaration?

  • Commercial Invoice: Value, quantity, parties involved.
  • Packing List: Weight, volume, number of pieces.
  • Transport Waybill: CMR (land), AWB (air), B/L (sea).
  • Certificate of Origin: EUR.1 or CT-1 (for preferential tariffs).
  • Transport Invoice: If transportation is billed separately.
  • Export Declaration (EX1): From the sender country (if applicable).

What is a pre-arrival declaration and why is it better?

A pre-arrival declaration is sent to ASYCUDA before the cargo arrives. This:

  • Reduces the customs service fee by 50–300 GEL.
  • Speeds up clearance – when the cargo arrives, the system is already ready.
  • Reduces the risk of falling into the “red corridor”.
Note: If the cargo is already at the border, the pre-arrival tariff can no longer be used.

HS Codes and Classification

What is an HS code and why is it important?
HS Code (Harmonized System Code) is an international numerical code used to classify goods. The code determines:

  • Customs duty rate (0%, 5%, or 12%).
  • VAT and excise tax obligations.
  • Certification requirements.
  • Eligibility for preferential tariffs.
Incorrect HS code → fines, cargo delays, overpaid taxes. ganbajeba.ge provides HS code consultation for free.

What are the customs rates in Georgia?

There are 3 main rates in Georgia:
0% | Electronics, machinery, raw materials… |
5% | Certain food products… |
12% | Agricultural products, plastics, food… |
Many goods are exempt from duties if a free trade agreement applies (EU, China, Turkey, CIS).

Customs Declaration – Process and Statuses

How does customs clearance happen in Georgia? (Stages)

  1. Collecting documents: Invoice, waybill, packing list.
  2. HS code determination: Accurate classification, without fines.
  3. Declaration in ASYCUDA: Electronically, using a state license.
  4. Status assignment: 🟢 Green / 🟡 Yellow / 🔴 Red.
  5. Tax payment: ASYCUDA calculates it automatically.
  6. Cargo release: Sent directly to your warehouse.

What do the green, yellow, and red corridors mean?

  • 🟢 Green: Cargo is cleared immediately, no inspection.
  • 🟡 Yellow: Documentary check, verifying payments.
  • 🔴 Red: Physical inspection by a customs officer.
ganbajeba.ge manages all statuses – the client does not need to leave the office.

Can customs clearance be done remotely?

Yes, 100%. You send the documents via WhatsApp or Telegram, and we prepare and submit the declaration. The cargo goes directly to your warehouse – there is no need to visit the customs terminal.

Customs Declaration – Taxes and Value

How is customs value calculated?
Customs Value = Price of goods + Transport + Insurance to the Georgian border (CIF).
ASYCUDA automatically calculates: Customs Duty + VAT (18%) + Excise (if applicable).
Accurate calculator: rs.ge/EservicesTaxCalculator

What are Incoterms and how do they affect customs value?

Incoterms are delivery terms defining who pays for transport and insurance. For example:
EXW | Full transport cost is added |
FOB | Partial transport cost is added |
CIF | Everything is already included |
Consultation on choosing the right Incoterms is free with ganbajeba.ge.

Customs Declaration – Special Situations

Difference between import and re-expor

  • Import: Goods stay in Georgia, all taxes are paid.
  • Re-export: Georgia acts as a transit hub, taxes do not apply.
  • Temporary admission: For a specific period (exhibitions, projects).

What are “dual-use” goods?

Some products (electronics, chemicals, drones) can also be used for military purposes. Such cargo requires a special permit. ganbajeba.ge checks your goods against this list in advance.

How are perishable or dangerous goods cleared?

  • Perishable: Expedited, priority procedure + phytosanitary certificate.
  • Dangerous (ADR): Full compliance with international safety standards.

What is non-tariff control?

Besides taxes, some goods require special permits:

  • Phytosanitary certificate (agricultural)
  • Veterinary certificate (animal origin)
  • Food safety document
  • License (medicines, weapons, psychotropic substances)
ganbajeba.ge checks these in advance – you will be notified before the cargo is shipped.

Where can I calculate the customs value online?

Revenue Service Calculator: rs.ge/EservicesTaxCalculator – Enter the HS code, value, and country, and the system automatically shows the tax amount.

What is the difference between a “customs warehouse” and a “terminal”?

A customs terminal and a warehouse have different legal statuses, which affects your costs.

  • Customs Terminal: A place where cargo undergoes initial control and the stay period is strictly limited.
  • Customs Warehouse: Ideal for those who want to store cargo without paying taxes for a certain period (e.g., selling goods in parts).
  • Optimization: We advise you on which regime to choose to minimize daily storage costs.

What is the customs register of intellectual property objects?

Georgia has a mechanism that protects brands from the importation of counterfeit products.

  • Control: If your product is a well-known brand (e.g., Nike, Apple, Bosch), customs checks whether it is included in a special register.
  • How Ganbajeba.ge helps: We help determine whether you need the right holder’s consent to clear the cargo. This protects you from cargo delays or potential destruction due to intellectual property violations.
