How is customs clearance calculated?

The customs payment is calculated in three steps, in a strict order:

1. Customs value (CIF) = cargo value + freight to border + insurance
2. Import duty = CIF × rate (0%, 5% or 12%)
3. VAT = (CIF + import duty) × 18%

This means VAT is charged not only on the cargo value but also on the import duty. That’s why the correct order matters — first the duty, then VAT.
